Cal earned B.S. and M.S. degrees in Civil Engineering from Purdue University; and he has over 38 years of experience with the analysis, planning, and operation of central and south Florida’s water resources as an employee of the South Florida Water Management District (1985-2020) and the U.S. Army Corps of Engineers (2021-present). He is also owner and chief engineer of Waterway Engineering and Consulting, PLLC, a business specializing in river modeling and floodplain encroachment studies. Cal is a registered professional engineer in Florida and North Carolina.
Cal’s experience includes the design, development and application of regional-scale hydrologic simulation models and spreadsheet-based screening models for the analysis and operations-planning of south Florida’s water resources. He has also developed artificial neural network time-series models to forecast river flows and lake inflows. Cal led the team of engineers and modelers that performed the regional water management simulations for the 1999 Central and Southern Florida Project Restudy, which led to the Comprehensive Everglades Restoration Plan. He has also contributed to the development and implementation of improved operating strategies for south Florida’s water management system including the Kissimmee Basin, Lake Okeechobee and the Everglades.
