William (Bill) Bulloch, P.E., D.WRE, M. ASCE holds Bachelor's (with Honors) and Master's Degrees in Civil Engineering from the University of Texas at Austin. He started his professional career in 1973 as a Transportation Planning Engineer for the City of Austin, Urban Transportation Department, was promoted to Director of Emergency Medical Services and then again to Director of Water and Wastewater. He held the position of Vice President for Land Management for Nash Phillips/Copus, a national homebuilder based in Austin. He subsequently accepted the position of Assistant Director of the Houston Public Works and Engineering Department responsible for Water Production, Water Quality and Customer Service.
He is presently co-owner of Utility Revenue Management Company, Inc., a Texas Corporation founded in 1992 providing performance-based audits of public water and wastewater utility billing, meter reading and metering systems.
Mr. Bulloch has been active in ASCE since 1968.
He is a member of Tau Beta Pi, Chi Epsilon, Phi Kappa Phi ,a UT Goodfellow and member of the ASCE National Urban Drainage Standards Committee, the AWWA Water Loss Control Committee and Customer Service Committee.
