In December 2008, the Great Lakes-St. Lawrence River Basin Sustainable Water Resources Compact became law in the United States. There is a nonbinding companion agreement with Canada, and the provinces of Ontario and Quebec passed laws matching the diversion requirements in the Compact. Together, these laws ban diversions of water outside the Great Lakes basin with limited exceptions and require in basin water management programs to ensure sustainable water use.
